Payroll outsourcing and staffing are different purchases

“We will put your people on payroll” can mean two very different things. One provider may calculate salaries for people your company employs. Another may employ workers and supply their services to your business. A quotation should make that difference clear before the first employee record is shared.

In a managed payroll arrangement, the customer commonly remains the employer while the provider performs agreed processing and coordination work. Payroll Advisor’s published managed-service description follows that preparation, review and employer-approval approach. [1]

Ask who signs the employment contract

Start with the appointment letter and the actual working relationship. Who hires the person, agrees pay, manages leave and takes employment decisions? Which entity appears as employer in statutory records? A commercial label cannot replace those facts.

With staffing, contract labour or an employer-of-record arrangement, additional employment and contracting questions arise. Principal-employer obligations may still matter even where another entity employs the worker. The applicable social-security framework should be assessed for the real arrangement. [2]

Compare the invoice you will receive

An outsourcing invoice may charge for processing a customer’s approved employee population. A staffing invoice may include worker remuneration and other costs as well as a service fee. Two apparently similar per-person prices may therefore cover different things.

For example, suppose one proposal says ₹90 per employee for calculation support, while another bundles a staffing fee with employment costs. Multiplying both by 100 does not produce a meaningful price comparison. Identify the components and responsibilities first.

Tax classification also requires its own review. The CBIC director-remuneration circular illustrates why an employment relationship and a separate service relationship cannot simply be treated as interchangeable for GST. It is not a shortcut for deciding the GST value of every staffing contract. [3]

List the work that stays with your business

For managed payroll, your team still needs an approved employee master, reliable attendance, authorised salary changes and a person who can sign off the result. Salary and statutory payments need funding and execution owners.

Ask who handles employee questions, historical corrections and notices. Where a provider prepares a return, confirm who authorises submission and who retains the acknowledgement. Written scope should describe the actual handover rather than using a broad promise of complete compliance.

Choose the model that solves your problem

If the problem is inaccurate calculations and too much coordination, a managed processing service may be relevant. If the problem is recruiting and supplying labour, the commercial and legal discussion is different. If you need overseas employment support, verify whether the provider actually offers that service in the relevant country.

The useful question is not which label sounds more complete. It is whether the proposal matches your workforce, records and responsibilities. Ask for a short responsibility matrix alongside the fee. It makes both the buying decision and the first payroll cycle easier to understand.
