Form 16 Form 130 and how to resolve a salary TDS mismatch

A salary certificate, payslip total and tax-information statement can differ for several reasons. The useful response is to identify which records and periods are being compared, then trace the mismatch to its source. Editing a PDF so that it looks right does not correct an employer’s tax reporting.

For the relevant new framework, Form 130 corresponds to the earlier Form 16. The Department describes its employer and employee details, reconciliation information and detailed computation parts. [1] Use the form appropriate to the income period and tax framework.

Start with identity and period

Check the employee’s PAN, employer TAN, applicable year and employment period. A comparison between an old-period certificate and a new tax-year statement can appear inconsistent even when the records relate to different obligations.

Use the correct tax-year or assessment-year label in the working. The Department’s transition guidance explains that earlier and new-framework reporting continue through their respective routes. [3] Do not let a software migration collapse them into one undated annual total.

Reconcile salary and tax separately

Compare payroll earnings and taxable treatment with the certificate’s computation. Then reconcile tax deducted, tax paid and the reporting or credit position. A correct salary total does not prove that the employee’s tax credit has been mapped correctly.

For example, an employee’s annual payslips show ₹84,000 of TDS, while the relevant tax record shows ₹74,000. The missing ₹10,000 could relate to reporting, payment allocation, an identity error or the timing of processing. Investigate the evidence instead of assuming one explanation.

Check the employer statement status

The Department’s Form 138 manual distinguishes preparation, upload, validation and accepted or rejected status for the relevant salary statement. [2] A file saved on the processor’s computer is not an accepted statement, and an upload reference should be checked for its final status.

Review the employee row, period, challan mapping and any correction already in progress. Keep the return reference and the action required with the mismatch log.

Correct the underlying record

If the employer’s statement needs correction, use the authorised process for the applicable period. If identity information is wrong, obtain the evidence required to correct it. Refresh the relevant certificate only after the proper source correction and processing steps have been completed.

Do not overwrite a statutory certificate with a manually adjusted figure and present that as the resolution. The employee needs a record that agrees with the actual reporting position.

Communicate progress and close the case

Give the employee a reference, reason under investigation, responsible contact and next review date. Keep their supporting documents in a restricted channel. After correction, verify the updated certificate and relevant tax-information record rather than closing the case when a request is merely submitted.

Payroll Advisor can support the agreed salary-tax reconciliation and follow-up working. A complete case record makes it easier for HR, finance and the employee to understand what changed and whether the tax credit issue is actually resolved.
