EPFO enrolment campaign before the October 2026 deadline
A missing PF enrolment can sit unnoticed for years. Then an employee asks about a passbook entry, the old attendance file is opened, and the issue becomes much larger than creating a UAN today. The payroll team needs to identify the period that was missed and the records that can explain it.
For employers reviewing such cases in October 2026, the Employees’ Enrolment Campaign deserves immediate attention. EPFO’s published guidance gives the campaign window as 1 July to 31 October 2026. Its relief is conditional; it should not be described as permission to settle every historical PF issue for ₹100. [1]
Find the people and periods first
The announcement covers eligible employees left outside coverage during the specified historical period, 1 April 2009 to 31 March 2026. It also describes an active-employment condition at declaration. An employer should therefore start with an employee-level review, rather than uploading the entire old headcount list. [1]
Take a fictional business that finds twelve possible omissions. Some people may already have a PF account linked incorrectly, some may have left, and others may need an actual coverage assessment. Those are different cases. A single spreadsheet column marked pending cannot safely drive the declaration.
Record the joining date, service evidence, wages for each relevant period, existing membership information and the reason enrolment was missed. Preserve the original files. Reconstructed numbers should be identifiable as reconstructed, with the evidence used and the person who approved them.
Understand what the relief does
The published relief distinguishes an employee contribution that was never deducted from one that was deducted. Employer contributions, interest and other specified amounts still require attention. The announcement’s nominal damages provision is one element of the scheme, not the whole settlement cost. [1]
This distinction matters when finance prepares funds. A rough calculation based only on a small penalty can leave the employer unable to complete the process. Ask the reviewer to separate contribution, interest, administrative charges and any scheme-specific damages before seeking approval.
Give the declaration a clear owner
Payroll can assemble the records and contribution working. HR should verify employment facts. The authorised employer representative should review the declaration, portal process and funding. Older disputes or uncertain coverage need appropriate professional review before submission.
Retain the accepted declaration and payment evidence together. A prepared worksheet, an uploaded return and a completed declaration are different stages. The closing checklist should show which stage was reached and what remains unresolved.
Keep incentive claims separate
The enrolment announcement also refers to possible PM-VBRY benefits, subject to that scheme’s own conditions. Historical regularisation does not automatically establish entitlement to a hiring incentive. Keep a separate eligibility file and reconcile it to the same employment records. [2]
If you are reading this after 31 October 2026, first check whether EPFO formally extended or replaced the window. An old article should help you find the right records; it should never make an expired application route look current.
